Re-Appointment of Commissioner Marks Continued Reform and Strengthening of Solomon Islands Correctional Service

Honiara, Solomon Islands – The Government of Solomon Islands has reaffirmed its commitment to strengthening the country’s justice system following the re-appointment of Mactus Forau as Commissioner of the Correctional Service of Solomon Islands (CSSI).

The re-appointment ceremony, officiated by the Honourable Minister for Police, National Security and Correctional Services, Jimson Tanangada, marks a significant milestone in the continued transformation and modernization of the nation’s correctional system.

In his keynote address, Minister Tanangada emphasized that the occasion reflects the Government’s confidence in Commissioner Forau’s leadership and its broader commitment to continuity, institutional stability, and progress within CSSI. He highlighted the Correctional Service’s vital role in upholding the rule of law, promoting rehabilitation, and contributing to national peace, security, and social cohesion.

“Today’s ceremony is not merely symbolic—it underscores our collective commitment to a stronger, more professional Correctional Service that serves the people of Solomon Islands with integrity and purpose,” the Minister said.

Commissioner Forau, in his acceptance remarks, described his re-appointment as both an honour and a renewed mandate to advance strategic reforms within the organisation. He reaffirmed his leadership focus on discipline, institutional integrity, and organisational cohesion as the foundation for a credible and effective correctional system.

Over his previous term, CSSI has achieved notable progress, including:

  • Accreditation of the Correctional Service Training Academy, strengthening workforce professionalism and capacity
  • Improvements in operational efficiency and internal accountability
  • Organisational restructuring to support leadership development and merit-based progression
  • Advancements in infrastructure planning to address overcrowding and ageing facilities

A key milestone highlighted was the acquisition of land in Makira Province for a new correctional facility, alongside ongoing discussions to establish a rehabilitation centre in Isabel Province.

Looking ahead, Commissioner Forau outlined a forward-thinking vision for the Service, including the development of a Community Justice Centre framework. This initiative aims to promote restorative justice approaches and community-based sentencing for minor offences, reducing overcrowding while supporting rehabilitation and reintegration.

Minister Tanangada commended CSSI officers for their dedication and professionalism, noting that their work extends beyond security to shaping lives and building safer communities. He reaffirmed the Government’s commitment to investing in infrastructure, legislative reforms, and rehabilitation programmes to strengthen the sector.

Both leaders acknowledged the critical support of development partners, including the Australian Government and the People’s Republic of China, whose contributions in training, infrastructure, and capacity-building continue to support long-term institutional development.

As Commissioner Forau begins his new term, he emphasized a clear vision for CSSI: an institution that is strategic, disciplined, professional, and humane in its approach.

“Together, we will continue to build a Correctional Service that not only upholds the law but restores dignity, transforms lives, and contributes meaningfully to national development,” he said.
