GP Edges Closer To Piloting Digital Revenue Collection System to Modernize Payments and Boost Transparency

HONIARA, SOLOMON ISLANDS (9th Sept, 2026) – Guadalcanal Provincial Government officials, Solomon Telekom, and technical partners have successfully concluded a high-level demonstration of a new mobile revenue collection and digital payment ecosystem on 8th September at Telekom’s mini conference room at Town Ground.

The platform is designed to modernize provincial governance by shifting from manual, cash-based revenue collection to an efficient, real-time electronic system. Following the successful showcase, stakeholders agreed to launch a controlled pilot phase focusing on business licenses and property rates within Guadalcanal Province.

The multi-channel platform allows citizens and businesses to securely pay provincial fees using either an SMS-backed USSD channel via basic feature phones or a dedicated mobile application on smartphones. By simplifying transactions, the technology eliminates the need for rural and urban residents to travel long distances to provincial headquarters simply to clear government dues. The system supports multiple revenue streams, including business permits, land rates, fishing licenses, passenger levies, and vehicle licenses.

“This digital transformation marks a critical step forward in bringing government services closer to our people while safeguarding provincial funds,” stated the Deputy Provincial Secretary of Guadalcanal, Joseph Sua. “By eliminating physical cash handling and automating our receipting, we are creating a fairer, more transparent administrative landscape. The upcoming pilot will prove how modern solutions can significantly enhance accountability, streamline our reconciliation processes, and reduce the burden of travel for rural communities.”

During the demonstration, administrators reviewed the end-to-end customer journey and the platform’s robust back-end capabilities. Transactions are processed instantly, with funds automatically debited from the customer and credited to designated provincial accounts. The system generates secure, unique digital receipts delivered via SMS for feature phones or as branded, downloadable PDFs for smartphones, ensuring clear audit trails and stopping revenue leakage. The application also accommodates flexible partial payments against large invoices, directly lowering barriers to compliance for local business owners.

A key highlight of the strategic initiative is its seamless alignment with the province’s existing financial architecture. The platform integrates directly with MYOB accounting software, allowing existing invoice numbers to serve as critical reconciliation tools. This connection eliminates duplicate entries and manual errors while maintaining absolute consistency between public records. Furthermore, provincial administrators gain access to a secure, role-based Self-Care Portal featuring live management dashboards that track real-time collection trends, analyze service performance, and authorize secure bulk disbursements to suppliers or community assistance programs.

Moving forward, technical teams from the Guadalcanal Provincial Government, MSELEN, and Solomon Telekom will collaborate on a series of preparatory action items. These include finalizing custom receipt branding, verifying officially recognized provincial flags, configuring user permission hierarchies, and conducting dedicated technical workshops with MYOB consultants. A comprehensive administrator onboarding program will be launched shortly to prepare provincial revenue staff for the rollout.

The initiative is supported by a coalition of international and local governance partners, including the United Nations Capital Development Fund (UNCDF) and the Provincial Governance Strengthening Programme (PGSP). By digitizing the revenue ecosystem, Guadalcanal Province positions itself at the forefront of administrative innovation, driving fiscal responsibility and improving service delivery for its citizens.
