THE contract to introduce an air navigation system in Makira-Ulawa and Temotu Provinces has been signed, and processes to introduce them are now underway.
This contract, supported by the World Bank through the Second Solomon Islands Roads and Aviation Project (SIRAP2), will include the supply and installation of modern equipment known as Automatic Dependent Surveillance-Broadcast (ADS-B), and is being implemented by the Ministry of Communication and Aviation (MCA).
MCA has contracted GECI Espanola Navigation Systems, an international supplier, to carry out the work, with a start date of September 24, 2024. The scope of works includes carrying out site surveys, creating a coverage map for ADS-B, checking for signal interference, installing and testing equipment, and training staff to maintain and operate the system.
The equipment will track and manage aircraft in real-time through Global Positioning System (GPS) data to transmit information on aircraft position, speed, and altitude to air traffic controllers and other aircraft. This system works automatically without the need for manual input from pilots or air traffic controllers.
The MCA Permanent Secretary, Alwyn Danitofea, said, “Makira-Ulawa and Temotu face unique challenges, such as rugged terrain, scattered Islands, and unpredictable weather, which increase the risk of accidents. The installation of ADS-B will improve safety by providing real-time tracking to reduce risks associated with low visibility and difficult conditions. It will also enhance situational awareness for both pilots and air traffic controllers, minimizing the chance of collisions.”
Currently, these provinces have no radar coverage for the upper airspace. ADS-B offers a cost-effective solution for accurate aircraft tracking over these remote areas, improving airspace management and safety.
In addition to the ADS-B upgrades, SIRAP2 is working on several other projects, including the construction of four new bridges in Malaita (Kolofe1, Kolofe2, Su’u Harbor, and Bira Bridges), road upgrades in Noro, improvements to airports in Honiara, Munda, and Lata, and design and build of new infrastructure for aviation sector (new Aviation Complex Building in Honiara, new Air Traffic Control Tower in Honiara and Munda, new Rescue and Fire Service Station in Honiara).
