The Government has opened its Draft Tax Policy Work Programme Consultation, with the Minister of Finance and Treasury calling for greater preparation and understanding as Solomon Islands moves towards the introduction of Value Added Tax (VAT).
The consultation was officially opened at Heritage Park in Honiara on Tuesday and brought together representatives from the private sector, business community, NGOs and the accounting profession.

The Minister said the consultation provides an opportunity for Government to clearly outline its tax policy priorities and strengthen engagement with stakeholders. He said a strong and sustainable revenue base is important to strengthening the economy and enabling Government to deliver essential services to the people. However, he stressed that tax policy is not simply about collecting more revenue, but also about ensuring the tax system is fair, understandable and properly administered.
The Minister said VAT is one of the most significant reforms under the Government’s wider tax reform programme. He confirmed that the Government’s policy decision to introduce VAT has already been made and that the fundamental design of the VAT regime has been settled. He said the focus now is on helping businesses and taxpayers understand the VAT Bill and prepare for implementation.

“Today is about understanding what is in the VAT Bill, what it means, and what businesses and taxpayers need to do to prepare,” he said. Businesses will need to prepare for VAT registration, invoicing, record keeping, reporting and claiming legitimate input tax credits.
The Minister said public education will also be important to help people understand how VAT works and how it may affect transactions and prices. He described VAT as a whole-of-Government reform, requiring cooperation between Government agencies, businesses, professional advisers and the wider community.

The Inland Revenue Division will lead VAT administration, including staff training, taxpayer registration and providing guidance. The Minister encouraged businesses and stakeholders to begin preparations early, saying education and preparation will be critical to a successful transition. He said the Government’s wider tax reform programme aims to create a more transparent, predictable, fair and sustainable tax system that supports national development.
