The Royal Solomon Islands Police Force (RSIPF) held a farewell ceremony at Rove police headquarters for two returning members of the CPLT (China Police Liaison Team) after successful completion of their mission to the Solomon Islands.
The two CPLT members who completed their mission and were farewelled on 4 November 2025 are Inspector Hao Siyuan and Superintendent Zhang Peng.
The farewell event was attended by members of the RSIPF Executive and all members of the CPLT.
Deputy Commissioner (DC) National Security and Operation Support Mr. Ian Vaevaso expressed heartfelt gratitude on behalf of the RSIPF to the two returning officers, commending their professionalism and dedication during their tenure.
DC Vaevaso emphasized that since the beginning of the police cooperation between China and the Solomon Islands in mid-2022, and under the strategic leadership of both countries’ leaders, the CPLT has consistently adhered to the principle of “four full respects,” advancing law enforcement cooperation between the two nations.
“Their efforts have made significant contributions to the enhancement of RSIPF capabilities and the social stability of the Solomon Islands, for which we must extend sincere thanks to the Chinese Ministry of Public Security, the Chinese Embassy in the Solomon Islands, and all members of the CPLT,” said Mr. Vaevaso.
In his speech, the deputy police chief fondly recalled several key achievements of the police cooperation, particularly in community policing during the past year.
Vaevaso emphasized that the people of the Solomon Islands will always remember the contributions of the CPLT.
He expressed a commitment to continue working together with the CPLT to face future challenges and take the bilateral partnership to new heights.
He also conveyed his best wishes for the returning officers’ families and colleagues and wished them a safe journey home.
The CPLT had visited over 120 communities and more than 20 schools in Honiara, Guadalcanal, Malaita, and the Western Province, conducting crime prevention talks and providing material aid. These efforts were widely praised by the local population.
Recently, the “Cybersecurity and Chinese Culture Campus Tour” was conducted at institutions such as the Solomon Islands National University and the University of the South Pacific (SI), strengthening students’ awareness of cybersecurity and building bridges of cultural exchange.
In terms of tactical training, the CPLT worked closely with the RSIPF’s OST (Operational Safety Training) centre, providing 13 training sessions for frontline officers from various departments, including the Police Response Team (PRT), Close Personal Protection (CPP) Department, Central Police Station, Guadalcanal Provincial Police, Malaita Provincial Police, and others.
A total of more than 200 officers participated in the training, which covered areas such as defensive control, vehicle inspections, crowd control, and riot security. These sessions helped build a SWAT, which showcased its capabilities during the 54th Pacific Islands Forum Meeting. This significantly enhanced the RSIPF’s ability to secure major events and handle emergencies.
In terms of training in China, nearly 200 officers participated in various training programs, such as Very Important People (VIP) protection, peacekeeping, maritime law enforcement, and anti-drug, while seven officers were awarded scholarships to study in China, making up more than half of the total number of officers trained in China over the past three years.
Regarding support for major operations, the CPLT assisted in security for major events and the motion of no-confidence, coordinated specialized training in VIP protection, cybersecurity, and drug crime investigation, and helped with the provision of two million Solomon dollars’ worth of police equipment, significantly enhancing the RSIPF’s capacity to respond to emergencies.
Cultural exchanges were also a key aspect of the cooperation, with over 50 family cultural exchange and cooking events held, deepening the friendship between police officers and building a solid foundation for cooperation.
CPLT Commissioner Liu Shenghuang fully acknowledged the accomplishments of the two returning officers.
Commissioner Liu emphasized that with joint efforts from both sides, the police cooperation has yielded significant results. China remains committed to implementing the consensus of the two national leaders and will continue to deepen comprehensive cooperation with the RSIPF, making new and greater contributions to maintaining the safety and stability of the Solomon Islands.
Mr. Liu said the two returning officers shared heartfelt memories of their time working in the Solomon Islands, thanking their colleagues in the RSIPF for their support. They expressed that the time spent working together will remain a valuable memory for life and sincerely wished for further progress in China-Solomon Islands police cooperation.
Medals and certificates of appreciation were presented to the two returning officers on behalf of the RSIPF, and a group photo was taken to commemorate the occasion.
